Six milestones, in this order

The order of the milestones is deliberate. A structure declared before a collective exists produces nothing. A convention written before it has been discussed binds no one. A tool developed before the convention is settled will have to be redone.

  1. Set the framework

    In progress
    Objective
    Make the existing work accessible and provide a public point of reference.
    Deliverable
    This site, the documentary corpus, and a public repository of the work.

  2. Form the core group

    Open
    Objective
    Bring together the people who will carry the work, on identified roles.
    Deliverable
    The roles filled and their holders, published.
    Status
    This is the current entry point for any contribution. See the roles.

  3. Operators' convention

    After milestone 2
    Objective
    Settle a convention for the use of sub-band P, discussed with the communities of each protocol present and co-signed by the operators who apply it.
    Content
    Division of the sub-band between the protocols that use it, radio parameters, geographical scopes by scale, duty cycle thresholds, reporting rules, conduct in the event of a restriction.
    Deliverable
    A short text, co-signed, revisable according to an established procedure.
    Status
    A convention without signatories has no purpose.

  4. Provisioning tool

    After milestone 3
    Objective
    Reduce the friction of entry. A newcomer must be able to configure their equipment in accordance with the convention without prior knowledge.
    Deliverable
    A web configuration tool, working over the serial port from a browser, applying the parameters of the convention.
    Status
    The tool applies the convention: it cannot be developed before the convention is settled.

  5. Regional representatives

    After milestone 3
    Objective
    Have one contact per regional area, responsible for relaying the convention and welcoming new operators.
    Deliverable
    A public map of the representatives.

  6. Structure

    When the collective exists
    Objective
    Give the Centre a legal personality, so that it can contract, receive contributions and engage with institutions.
    Deliverable
    A registered association, its articles of association and its board.
    Status
    When the collective exists, and not before.
